I cannot help thinking on reading this article on Ronald Coase - who I confess I had never heard of until his obituary appeared in numerous newspapers - how he would have approached poppy production in Helmand. The point about identifying who is at fault is particularly intriguing. Pity he is no longer around to have asked him.
